All the dealers are saying that this part number is replacement for 695666 is this correct. It doesn't seem to hold as much fuel.

There is an arrow on filter.  Does it point towards fuel source or toward engine?  Does it matter?

Will this filter work with a Briggs & Stratton Engine Model 4456 77 0954 G5 Intek Extended life Pro Series Model 440000 for a Craftsman 42" Zero turn lawn mower?Because the one which came stock, is almost Twice as long as this one. Will it fit anyway?

No, this is for engines with fuel pumps, which you do not have. Try using a 298090S as per your engines parts list.
