Your lawn needs lime if the soil pH is below 5.5. Anything above 6.0 does not need lime. 5.5-6.0 is borderline and needs watching. You can determine the soil pH with a soil test. This can be a soil sample sent into a laboratory or there are kits available for you to do at home that will give you a rough idea.
Fertilizer and lime can be added to a lawn at the same time if the lawn is established. If you are establishing a lawn from seed, the lime should go down first and be watered in, then apply the starter fertilizer and seed.
